Editing within minutes builder

Provide the ability for reviewers and editors of minutes to track changes and provide red-lined edits so reviewers and admins can easily see the changes needed and made.
We also need more flexibility in formatting the final version of minutes to accommodate our template preferences.
We currently use minutes builder as a note taking tool, but draft the minutes in a separate Word document.
