Q: Do "Deactivated" users count towards my total user license limit?
A: Users marked as "Deactivated" are not included in the user limit count.
Q: What about a user who has an expired or pending invitation?
A: All "members", "creators", and "administrators" - regardless of their invitation status - are included in the user limit count, as long as they are not set to the "Deactivated" status. The sample users that are created when a trial is started are also counted. These sample users can be deleted from your organization to free up existing user licenses.
